Water Code § 7.153
A person commits an offense if they intentionally or knowingly discharge or allow a waste or pollutant to be discharged into or next to water in the state and thereby put someone in imminent danger of death or serious bodily injury, unless the discharge complies with required permits or a valid current regulatory order
