Special District Local Laws Code § 3877.253
If voters approve the proposition or propositions, the board must declare the result and issue an order establishing and describing the defined area. The board's order is generally not subject to judicial review, except for fraud, palpable error, or arbitrary and confiscatory abuse of discretion.
