Utilities Code § 39.310
The state must not take or allow actions that would impair transition property, and it generally may not reduce or impair transition charges except as allowed by Section 39.307 and until related bond obligations are paid and performed in full. Parties issuing transition bonds may include this pledge in bond documents.
