Local Government Code § 324.064
The board may make contracts it considers necessary or convenient, and certain contracts do not need advertisement if they are at or below the Section 262.023 amount. For a contract to be effective, it must be approved by the board, executed by the president or vice-president, and attested by the secretary or treasurer
