Special District Local Laws Code § 1104.152
The board must hold a public hearing, give newspaper notice at least 10 days before the hearing, and adopt the budget after the hearing. District residents are entitled to attend and participate, and the board may change the proposed budget if it finds the changes in taxpayers’ interests.
