Insurance Code § 425.109

An insurance company may invest in certain U.S. and Canadian government obligations, but not in subsection (a)(4) obligations if the issuer is in default, and its subsection (a)(4) investments in one governmental unit or instrumentality cannot exceed 20% of its capital and surplus.
