Special District Local Laws Code § 8870.105
The district may not sell, lease, donate, or otherwise transfer rights in underground water unless district residents approve it by majority vote, and it may not contract or act to buy, sell, transport, or distribute surface water or groundwater for purposes other than aquifer storage and recovery.
