Government Code § 532.0454
If the commission finds the program cost-effective and feasible, it must develop and implement a Medicaid health savings account pilot program. The program can be limited to adult recipients, must be voluntary, and participants may stop and return to traditional Medicaid, but doing so before the enrollment period ends
