Transportation Code § 54.107
Municipal obligations under this chapter must be signed by the mayor or presiding officer and countersigned by the municipal secretary or clerk. Board-authorized obligations under this subchapter must be signed by the board’s presiding officer and countersigned by the secretary or assistant secretary.
