Agriculture Code § 76.101

The department must coordinate pesticide regulation and training, submit a state licensing plan to the EPA administrator, and use public and private state resources. Local governments generally may not adopt pesticide-sale or pesticide-use rules, but some local actions are allowed and compliance exceptions apply.
