Education Code § 21.304
The commissioner must issue a written decision with findings of fact and conclusions of law, send copies to the parties, keep mailing records, and maintain/index the decisions. If the commissioner reverses the board, the school district must reinstate the teacher and pay back pay and benefits, unless it instead pays on
