Occupations Code § 801.102
The executive director must carry out assigned duties, administer and enforce the board’s programs, and issue licenses regulated by the board. The executive director may also delegate assigned powers or duties, unless law forbids it, and may issue emergency and cease-and-desist orders as allowed by the chapter.
