Water Code § 13.382
A prevailing, counseled party challenging allegedly excessive rates may recover certain fees and costs, and the court sets the fee amount. If the court finds an action was groundless, in bad faith, and for harassment, it may award attorney’s fees to the defendant retail public utility.
