Government Code § 405.005
The secretary of state may accept or solicit gifts, grants, and donations for lawful public purposes tied to the office, may decline certain specific-purpose gifts, must distribute election-administration gifts equitably across the state, and must report them to state leaders every odd-numbered year by January 1.
