Labor Code § 306.004
The department, the commission, and the Texas Juvenile Justice Department must each adopt a memorandum of understanding. The commission must coordinate development, and the department and the Texas Juvenile Justice Department must adopt implementing rules; they may amend the memorandum and those rules as necessary.
