VISTOS: VISTO: la situación actual en materia de sistemas y procedimientos de apoyo a la gestión de las compras y contrataciones estatales; CONSIDERANDO: I) que en la órbita de la Oficina de Planeamiento y Presupuesto se ha desarrollado y mantenido un sistema informático (SICE) que tiene como objetivo brindar apoyo a la gestión de compras y que el mismo es de amplio uso en la Administración Pública; II) que el mantenimiento y evolución de dicho Sistema Informático, en tanto herramienta técnica fundamental en materia de gestión de compras estatales, requiere una evaluación técnica permanente y, como resultado de dicha evaluación, un rediseño que procure optimizar el importante trabajo realizado hasta el presente y mejorar su interoperabilidad con otros sistemas del área pública; III) que a tales efectos la Ley N° 18.172 de 31 de agosto de 2007 establece que la Agencia para el Desarrollo de la Gestión del Gobierno Electrónico y la Sociedad de la Información y del Conocimiento (AGESIC) "planificará y coordinará proyectos en el área de Gobierno Electrónico, como base para la transformación y una mayor transparencia del Estado"; IV) que por su parte el Decreto N° 307/07 de 3 de setiembre de 2007 atribuye a la Agencia para el Desarrollo de la Gestión del Gobierno Electrónico y la Sociedad de la Información y del Conocimiento (AGESIC) competencia específica en cuanto a la promoción del mejor uso de las tecnologías de la información y las comunicaciones en el Estado, asesorando al Poder Ejecutivo en la formulación de políticas en materia de Sociedad de la Información así como en el desarrollo informático del Estado coadyuvando a su elaboración; ATENTO: a lo precedentemente expuesto; EL PRESIDENTE DE LA REPUBLICA actuando en Consejo de Ministros DECRETA: FIRMANTES: TABARE VAZQUEZ - DAISY TOURNE - PEDRO VAZ - DANILO ASTORI - JORGE MENENDEZ - MARIA SIMON - VICTOR ROSSI - DANIEL MARTINEZ - JORGE BRUNI - MARIA JULIA MUÑOZ - ERNESTO AGAZZI - HECTOR LESCANO - CARLOS COLACCE - MARINA ARISMENDI Artículo 1 Transfiérese a la Agencia para el Desarrollo de la Gestión del Gobierno Electrónico y la Sociedad de la Información y del Conocimiento (AGESIC) la evaluación, rediseño técnico y gestión del componente de Compras y Contrataciones Estatales del Programa de Mejora de la Calidad del Gasto y del Proceso Presupuestario (N° 1795/OC-UR) sin perjuicio de las atribuciones de la Oficina de Planeamiento y Presupuesto en la definición de las políticas a seguir en el área de Compras. Artículo 2 Comuníquese a la Oficina de Planeamiento y Presupuesto y a la AGESIC, a sus efectos.
