VISTOS: VISTO: la entrada en vigencia en nuestro país de la Convención sobre Traslado de personas condenadas entre los Estados Partes del Mercosur; Convención Interamericana para el cumplimiento de Condenas Penales en el Extranjero, Convenio sobre el Traslado de personas Condenadas entre el Reino de España y la República Oriental del Uruguay. RESULTANDO: I) Que corresponde al Poder Ejecutivo actuando en acuerdo con los Ministros de Educación y Cultura e Interior resolver lo relativo al traslado de personas condenadas. II) Que se han ido incrementado las solicitudes de condenados en base a los instrumentos anteriormente relacionados. CONSIDERANDO: Que a efectos de brindar un mejor servicio al momento de decidir la aprobación del traslado de personas condenadas, se estima conveniente delegar las competencias del Poder Ejecutivo en la materia, sin perjuicio de la facultad de avocación del Poder Ejecutivo. ATENTO: a lo precedentemente expuesto y a lo dispuesto por los artículos 168 numeral 24 y 160 de la Constitución de la República y por las leyes N° 18.549 del 11 de setiembre de 2009, 18.816 del 30 de setiembre de 2011 y 18.928 del 13 de julio de 2012. EL PRESIDENTE DE LA REPÚBLICA actuando en Consejo de Ministros RESUELVE: FIRMANTES: RAÚL SENDIC - EDUARDO BONOMI - JOSÉ LUIS CANCELA - DANILO ASTORI - JORGE MENÉNDEZ - MARÍA JULIA MUÑOZ - VÍCTOR ROSSI - CAROLINA COSSE - NELSON LOUSTAUNAU - JORGE BASSO - ENZO BENECH - LILIAM KECHICHIAN - ENEIDA de LEÓN - MARINA ARISMENDI 1 Deléganse en los Ministerios de Educación y Cultura e Interior las atribuciones del Poder Ejecutivo concernientes a las solicitudes de traslado de personas condenadas, realizadas al amparo de los instrumentos internacionales referidos. 2 Sin perjuicio de lo dispuesto en el numeral anterior, el Poder Ejecutivo podrá avocarse en cualquier momento en los asuntos cuyas atribuciones se delegan. 3 Las atribuciones delegadas no pueden ser a su vez objeto de delegación. 4 Comuníquese al Ministerio de Educación y Cultura y al Ministerio del Interior.
