LIGJI NR. 04/L-059 PËR NDRYSHIMIN DHE PLOTËSIMIN E LIGJIT NR. 03/L-034 PËR SHTETËSINË E KOSOVËS

This is the preamble to a law amending and supplementing Kosovo’s citizenship law.

This article states that the law’s purpose is to amend and supplement the Law on Citizenship of Kosovo.

Neni 2

This provision amends Article 1 by inserting the word “rifitim” after the word “fitim” in the first line.

Neni 3

This article adds a definition of “personi i pa-shtetësi (apatrid)” as a person who is not considered a citizen of any state under the relevant state’s law.

Neni 4 1.

This text amends Article 7(7.1) by adding “or stateless” after the word “unknown.”

This provision amends Article 7, paragraph 7.3 by deleting the phrase “valid residence permit” and replacing it with “permanent residence permit.”

Article 5 is titled “Neni 5,” but no substantive rule text is provided.

A person must stay in the Republic of Kosovo for five years after receiving a permanent residence permit.

A stateless person may acquire Kosovo citizenship after five uninterrupted years in Kosovo with permanent residence; children also have a right to acquire it, and MPB sets the criteria by subordinate act.

Neni 7

A child under 14 loses Kosovo citizenship by release if one parent requests it and the other parent consents.

Neni 8

The minister sets the administrative tax by decision.

This law enters into force 15 days after publication in the Official Gazette.
