This section says the Act may be cited as the Day Nurseries Act. This section defines key terms used in the Act, including “authorised person,” “child,” “Commissioner,” “day nursery,” “local authority,” and “relative.” Some places and situations are exempt from this Act, and one category of premises is exempt from sections 12 and 13 if another Act already provides entry and inspection powers. A local authority may appoint a person to exercise some or all of the Act’s powers for an authorised person within its area. Every local authority must keep a register of day nurseries in its area, and the register must be open to inspection by the Commissioner or an authorised representative at all reasonable times.
