§ 2(l) On tho authority of a warrant isaued by tho President, Appropr1aProvision

This provision authorizes spending from general revenues for 1988 up to a stated aggregate amount, and lets the Permanent Secretary for Finance vary sub-head estimates in writing, subject to limits.

2. (l) On tho authority of a warrant isaued by tho President, Appropr1a tlon there may be exponded from the general revonues of the Republic such moneys, not oxceed.ing in the aggregate five thousand nine hundred and sovonty-two million, five hundrod and eighty-two thousand, ono hunclrod and fifty-oight kwacha., as may be requirod for the services of tho Republic during the financial year ending on the 31st December, 1988. (2) The moneys mentionod in subsection (1) shall bo a.ppropria.tod to the services of the Republic mentioned in the second column of the Schodulo iu a.mou.nts not excoeding the a.mounts indicated in the third column thereof. (3) On the written authority of the Permanent Secretary, Ministry of Finance, the amounts shown under the sub-hoods of the estimates may be varied: Provided that-- (i) the amounts appropriated to each Head sha.U not thereby bo altered; and (ii) any of the amounts shown wider Head 20/01 or 21 shall not ho varied.
