This provision gives the Minister power to appoint the commencement date by statutory instrument, and bars appointing a day later than six months after enactment. This section defines terms used in the Act. The section establishes the National Council for Estiblislurent :, Construction as a body corporate with perpetual succession and a common seal. The Minister appoints the Council Chairperson, the members elect the Vice-Chairperson, and a member may nominate a senior substitute to attend a meeting if unable to attend for a reasonable cause. The Council has power to direct contractors and other construction-service providers, require information and records, make representations to the Minister, recommend training institutions, obtain industry information, and take other necessary or expedient steps for its functions.
