This section gives the Act’s short title and says it starts when the local Government Act, 2019 comes into operation. This section defines many terms used in the Act, including waste types, service providers, authorities, licences, permits, and related management concepts. This Act does not apply to hazardous waste, e-waste, healthcare waste, or waste regulated under the Environmental Management Act, 2011. The Ministry must work with appropriate authorities on solid waste management, and certain listed bodies must follow regulatory standards and directions. Appropriate authorities must consult the Department in some licensing and standards decisions, and the Department may add necessary conditions after consultation. This section sets out core principles for solid waste management, including treating waste as a resource, prioritizing recovery methods, limiting disposal sites in sensitive locations, and supporting public health, consumer participation, basic service access, and financing.
