About this statute

This section gives the Act its short title and says it starts on a date set by the Minister by statutory instrument. This section defines key terms and says the Act should be read as favouring disclosure by information holders, with non-disclosure allowed only where this Act permits it. This section says people have rights to access information quickly and cheaply, and information holders must proactively publish information. The Human Rights Commission oversees access to information. It also has the powers and privileges needed to do its work, and the Ministry responsible for information must monitor and report compliance by information holders to the Commission. The Commission has functions to hear appeals, advise information holders, run awareness and training, make recommendations, issue directives, and do other functions under the Act or other written law.
