Purpose and legislative effect
“These Regulations may be cited as the Citizens Economic Title Empowerment (Reservation Scheme) Regulations, 2019.”
These Regulations may be cited as the Citizens Economic Title Empowerment (Reservation Scheme) Regulations, 2019. This section defines several terms used in the Regulations, including “commercial cleaning” and several kinds of citizen-related companies and persons. Commercial cleaning is reserved for targeted citizens and certain citizen-controlled companies. Non-targeted companies may only keep or enter the business if they convert to the required citizen status, and institutions must not hire non-targeted parties for this work. Contravening these Regulations is an offence punishable by a fine of up to 8,000 penalty units, imprisonment for up to 3 years, or both.
