Articles 45 and 49 TFEU preclude national rules that reserve exemption from training and diploma requirements for access to the legal profession to certain civil servants of the Member State, excluding EU civil servants who have practiced law outside France, unless the rules allow consideration of relevant experience in French law regardless of the administration. However, requiring knowledge of national law is permissible if the experience in French law is considered, not just EU law.
