Ratio Decidendi

The Court held that the EU legislature did not commit a manifest error of assessment, nor breach the precautionary principle, proportionality, equal treatment, or legal certainty in setting limits and labelling requirements for MMT in fuel. The measures were based on available scientific data, reflected a precautionary approach in light of scientific uncertainty, were proportionate to the objectives of health, environmental, and consumer protection, did not discriminate against Afton compared to other metallic additives, and were sufficiently clear. Thus, Article 1(8) of Directive 2009/30/EC is valid.
