The Court held that the economic operators knew since 1992 that the production quota system would apply from the 1995 harvest. Regulation No 711/95 confirmed this, and the Commission's proposal and notice were published before planting out. The method for calculating quotas was not fundamentally changed, and the adjustment did not adversely affect legitimate expectations or the principles underlying the market organisation. No retroactive effect or infringement was found.
