Ratio Decidendi

The length of the proceedings, amounting to twelve years and ten months for two levels of jurisdiction, was excessive and not justified by the applicants' conduct or the complexity of the case. The main cause of delay was the District Land Office's inspection, which took over six years without explanation. This violated the 'reasonable time' requirement of Article 6 § 1 of the Convention.

Court Disposition

Violation of Article 6 § 1 found; partial award of just satisfaction; remainder of claim dismissed.
