The Court found that the Bureau of the Parliament breached the requirement of impartiality under Article 41 of the Charter in its 2015 funding decision due to public statements by a Bureau member prejudging the outcome, thus annulling the 2015 decision. The Court also found that the Parliament erred in declaring ineligible the part of an opinion poll conducted in six Member States where no referendum was planned. However, the Court rejected all pleas regarding the 2017 funding decision, holding that the Parliament acted within its discretion, respected the applicant's rights of defence, and did not breach proportionality or equal treatment.
