The applicant's estate administrator has standing to continue the proceedings. The Government's preliminary objections are dismissed. There is no need to separately examine alleged violations of Article 1 or Article 14 of the Convention in conjunction with Article 1 of Protocol No. 1, as the core violation has been established.
