Termination of lease agreements by municipal authorities due to unforeseeable legislative changes can constitute force majeure or exceptional circumstances under Article 47(1) of Regulation No 1974/2006 if the events are abnormal, unforeseeable, outside the beneficiary's control, and all possible steps were taken without unreasonable sacrifices. Such termination may also qualify as expropriation if it results in deprivation of property rights. Article 45(4) of Regulation No 1974/2006 does not apply to lease termination resulting from legislative changes imposing new requirements.
