Article 17(1) of Directive (EU) 2015/2302 must be interpreted as requiring that the insolvency protection provided by package travel organisers covers refunds owed to travellers who have terminated their package travel contract in accordance with the directive (e.g., due to extraordinary circumstances under Article 12(2)), if the organiser becomes insolvent before the refund is made.
