The Directive covers practices that result in less favourable treatment or particular disadvantage on grounds of ethnic origin, regardless of whether the affected person possesses that origin. The practice of placing electricity meters at inaccessible heights in Roma-populated districts may constitute direct discrimination if it was introduced or maintained for reasons relating to the ethnic origin of most inhabitants.
