The concept of 'public service' in Article 48(4) EEC Treaty must be interpreted restrictively and uniformly across the Community, covering only posts involving the exercise of powers conferred by public law and safeguarding the general interests of the state. Member States cannot exclude nationals of other Member States from all public service posts; only those posts meeting the specific criteria may be reserved for nationals.
