Directive 89/665/EEC and Article 47 of the Charter do not preclude national law requiring actions against admission/exclusion decisions in public procurement to be brought within 30 days of communication, provided decisions contain a summary of relevant reasons and claimants knew or ought to have known of alleged infringements. National law may bar subsequent challenges to such decisions if not raised within the statutory period, unless the claimant could not have known of the illegality within that period.
