The Council's reasons for including the applicant were adequately stated and substantiated by evidence of propaganda activities supporting Russian actions in Ukraine. The measures did not impair the essence of the applicant's freedom of expression, as they did not prevent him from exercising his profession in Russia and were temporary and reversible. The measures were compatible with the security exception in the EU-Russia Partnership Agreement.
