Article 14(2) of Regulation No 1408/71 does not apply to a person who, under a single employment contract, works for several successive months solely in the territory of each of at least two Member States, where the uninterrupted periods of work in each state exceed 12 months. In such cases, employment in a single Member State constitutes the normal arrangement, and the general rule of Article 13(2)(a) applies.
