Expenditure incurred by a Member State on refunds for exports to third countries under food gifts constitutes 'refunds on exports' within the meaning of Article 14(2) of Regulation No 13/64 and is eligible for aid from the Fund under Article 3(1) of Regulation No 25/62, as the provision does not distinguish based on the legal nature of the transaction and such exports further the objectives of the Common Agricultural Policy.
