Ratio Decidendi

The combined provisions of Articles 12 and 19 of Directive 70/524/EEC preclude a Member State from prohibiting the marketing within its territory of a supplementary feedingstuff lawfully manufactured in another Member State in accordance with Article 12(1) of that directive on grounds of its vitamin D level. Article 12(2) does not constitute a limitation on the general rule of Article 12(1), and Member States cannot impose additional conditions for products lawfully marketed under Article 12(1) in another Member State.
