Article 2 of Regulation 857/84 does not permit weighting of reference quantities by category of person liable for the levy when 1981 is chosen as the reference year. Regulation 857/84 precludes assigning the reference quantity of a producer who has ceased production to the purchaser; it must be added to the national reserve.
