A case of force majeure under Article 22(4) of Regulation No 262/79 exists where failure to provide proof of processing within the time-limit is due to delays by administrative authorities of another Member State, provided the trader exercised all possible care in requesting completion of the required operations. Failure to apply for equivalent documents under Article 14 of Regulation No 1687/76 can only be held against the trader if the administration's conduct did not prevent such application.
