The Court found that the applicant sustained injuries while in State custody for which the Government failed to provide a plausible alternative explanation. The treatment was sufficiently serious to be considered inhuman and degrading under Article 3. The investigation into the applicant's allegations was not effective, as it failed to result in a full criminal investigation or to take all reasonable steps to establish the facts and identify those responsible. Accordingly, there was a violation of Article 3 in both its substantive and procedural aspects.
