Refugee status ceases under Article 11(1)(e) of Directive 2004/83/EC when, following a significant and non-temporary change in the country of origin, the circumstances justifying the original fear of persecution no longer exist and there are no other grounds for persecution. The competent authorities must verify that effective protection is available, potentially including protection by international organisations. The standard of probability for assessing new persecution risks is unchanged from the initial assessment. Article 4(4) may apply to new grounds only if they are different from those originally accepted and connected to prior acts or threats.
