The investigation was not prompt, thorough, or effective, violating the procedural limb of Article 2. The substantive limb of Article 2 was also violated as the deaths were attributable to State agents and not justified under Article 2(2). The lack of effective remedies constituted a violation of Article 13. No separate issue arose under Article 3 or Article 34.
