Article 3 of Directive 85/337/EEC does not require assessment of the effects of a project on the value of material assets. However, pecuniary damage that is the direct economic consequence of environmental effects is covered by the directive's objective of protection. Failure to carry out an environmental impact assessment does not, by itself, confer a right to compensation for purely pecuniary damage due to decreased property value, unless national law provides otherwise or a direct causal link is established.
