The concept of 'normal management of sites' in Annex I to Directive 2004/35/EC covers administrative or organisational measures affecting protected species and habitats, as defined in management documents adopted under the Habitats and Birds Directives or as previously carried out by owners/operators for a sufficiently long period, provided such measures are compatible with the objectives of those directives and commonly accepted agricultural practices. The term 'occupational activity' in Article 2(7) of Directive 2004/35/EC also includes activities carried out in the public interest pursuant to a statutory assignment of tasks.
