However, the placement of applicant no. 21 in a disciplinary cell for six months constituted a violation of Article 3. The lack of an effective remedy for complaints about general prison conditions violated Article 13 ECHR for the relevant applicants. There was no violation of Article 2 of Protocol No. 1 regarding the right to education for applicant no. 21.
