The applicants are not individually concerned by the contested decision within the meaning of Article 173 EC Treaty, as the prohibition applies generally to all exporters of bovine animals from Portugal and does not differentiate the applicants by reason of attributes peculiar to them or a factual situation. Their arguments regarding the unique nature of fighting bulls, special rules, prior communications, and affected contracts do not satisfy the Plaumann test for individual concern. The applications are therefore inadmissible.
