Ratio Decidendi

The State violated Article 6 § 1 by failing to enforce the final judgment in favour of the applicants between 27 July 2007 and 21 January 2011 without justification. The applicants exhausted domestic remedies and retained victim status as the Constitutional Court's decision did not provide adequate redress. There was no violation of Article 1 of Protocol No. 1 as the debtor was a private company and the State was not responsible for its debts absent misconduct.
