A communication under Article 5 of Directive (EU) 2015/1535 constitutes 'officially informing' under Article 71(1) of Regulation (EC) No 1107/2009 if the Member State can reasonably assume the Commission understood it as such; unilateral Member State measures are permissible only where the Commission does not adopt measures addressing the Member State's concerns; Commission restrictions on imidacloprid, clothianidin, and thiamethoxam preclude corresponding national measures, but renewal of acetamiprid and provisional renewal of thiacloprid do not.
